RITS is Ready to Immediately Implement MLFF in Indonesia in Accordance with the Contract Agreed

Jakarta, November 6, 2024 - PT Roatex Indonesia Toll System (RITS) confirmed its readiness to immediately implement satellite-based contactless toll payments (GNSS based Multi Lane Free Flow) in Indonesia, both in terms of systems and technology, in accordance with the contract agreed upon with the Indonesian government. "Roatex has a strong commitment to complete the MLFF project in accordance with the contract that we have signed and agreed upon with the government through the Ministry of PUPR in 2021 and in terms of systems and technology we are very ready," said Attila Keszeg, President Director of PT Roatex Indonesia Toll System, in a press conference at the HunindoTech 5.0 Business Forum held in Jakarta, Wednesday (6/10).  MLFF is a solution to overcome the increasing congestion at toll gates and causes economic losses for Indonesia of USD 300 million each year. World Bank data in 2019 quoted that congestion caused economic losses in Indonesia of 4 billion US dollars per year,” Attila said. "The non-stop, contactless payment system and technology through the Satellite-based Multi Lane Free Flow developed by Roatex is also able to reduce travel time and have a positive impact on the environment by reducing air and noise pollution due to congestion at toll gates," he said. "MLFF was developed to be able to answer the needs of the Indonesian people and become the main solution that can drive economic growth by reducing congestion, increasing mobility, and developing the transportation system in Indonesia," added Attila. MLFF project is a foreign direct investment from Hungary worth USD 300 million (IDR 4.5 trillion) funded by Hungarian public funds. PT Roatex Indonesia Toll System became the Implementing Business Entity (BUP) for the MLFF program after winning the tender according to the Letter of the Minister of PUPR Number: PB.02.01-Mn/132 dated January 27, 2021. "In the development of this toll payment system, we at Roatex will of course continue to refer to the previously agreed contract and we are committed to immediately completing the main work in changing the toll payment system in Indonesia which will provide even greater benefits," Attila explained. The existence of MLFF is getting stronger with the support of the government, after being designated as a non-APBN National Strategic Project (PSN), in May 2024, based on the Regulation of the Coordinating Minister for Economic Affairs Number 6 of 2024 concerning the Fifth Amendment to the Regulation of the Coordinating Minister for Economic Affairs Number 7 of 2021 concerning Amendments to the List of National Strategic Projects. "We consider this PP as the legal basis for the implementation of the MLFF system which is awaited not only by RITS, but also by industry and stakeholders. This step shows Indonesia's commitment to realizing a future transportation system that is able to accelerate digital transformation in Indonesia in order to achieve the ideals of Indonesia Emas 2045," said Attila. The presence of satellite-based MLFF creates a big leap in the toll payment system in Indonesia, so that its presence is able to grow with Indonesia to create value for Indonesia for the advancement of Indonesian toll road technology. "MLFF is not only able to accelerate the digital transformation process in Indonesia but will also make Indonesia the first country in Southeast Asia to utilize the most sophisticated system available today," he concluded. As is known, toll payments have adopted this MLFF system since December 12, 2023, which is being tested on the Mandara Bali Toll Road by the Toll Road Regulatory Agency (BPJT). This MLFF system is implemented in stages starting from the Mandara Bali Toll Road in October 2024. During this transition period, the system used is Single Lane Free Flow while still using barriers. Now RITS is ready to deploy the technology, connect with stakrholders and grow together with Indonesia.  “We are ready grow together with Indonesia by creating value for indonesia society,” Attila noted.

HunIndotech 5.0 Highlights Hungary's Commitment to Supporting Indonesia's Golden Vision 2045 and Achieving Sustainable, Technology-Driven Growth

Jakarta, 6 November 2024 . HunIndotech 5.0 Business Forum, an annual event organized by the Embassy of Hungary and the Indonesian Chamber of Commerce and Industry, was held in Jakarta to showcase Hungarian expertise in AI, agri-tech, and cybersecurity—areas that directly support Indonesia’s strategic goals. The forum presented discussions on important topics such as the MLFF Toll System, collaboration on food security through agri-tech innovations, enhancing education and healthcare through technology, as well as collaborations on cybersecurity and defense. “HunIndotech 5.0 is not just a business forum but also a platform for bilateral collaboration and investment attraction—a bridge between Hungarian and Indonesian companies, encouraging partnerships in sectors critical to both nations’ economic futures,” said Lilla Karsay, Hungarian Ambassador to Indonesia, at the forum held in Jakarta on Wednesday, November 6. "The partnership between Hungary and Indonesia, highlighted through HunIndotech 5.0 Business Forum, reflects Hungary's commitment to supporting Indonesia's Golden Vision 2045 and achieving sustainable, technology-driven growth," she added. The relationship between the European Union and ASEAN was one of the key topics of the Ambassador’s opening speech at this year’s event. “With Hungary currently holding the EU presidency, we are emphasizing stronger ASEAN-EU ties, particularly in areas that align with Indonesia's goals of sustainable growth, digital transformation, and infrastructure modernization. Hungary views Indonesia as an invaluable partner in this vision, and our role as EU president enables us to highlight the region's investment potential for European companies," she stated. HunIndotech also addressed the MLFF Toll System as Hungary's largest technology transfer export and a strategic investment. A cornerstone of Hungary's commitment to Indonesia's development, the USD 300 million Satellite-based Multi Lane Free Flow (MLFF) toll system represents Hungary's largest technology export in history and serves as a model for effective technology transfer. “This project from Hungarian perspective is a monumental investment in Indonesia's infrastructure and a leap forward in reducing congestion, minimizing environmental impact, and advancing digital transformation," said Karsay. "The MLFF project also signals to European investors the opportunities that Indonesia offers in sectors such as smart infrastructure, clean energy, and high-tech solutions. Through HunIndotech, we aim to establish a foundation for further Hungarian and EU investment across these vital sectors," she added. Another significant topic discussed was collaboration on food security through agri-tech innovations. “Given Indonesia's goal of achieving food self-sufficiency and enhancing nutrition, Hungarian agricultural technology offers solutions for sustainable food production. Innovations in aquaculture and precision farming can increase yields, reduce resource use, and ensure high-quality food supplies," said Karsay. According to Karsay, Hungarian technology providers can support President Prabowo's priority of food security by implementing tools that improve productivity in for example rice production, a critical component of Indonesian diets. Enhancing education and healthcare through technological advancements was another focus area at HunIndotech 5.0. "President Prabowo's call to improve education and healthcare can be supported by Hungarian AI and digital tools designed to enhance public service accessibility and efficiency," she noted. Meanwhile, cybersecurity and defense collaboration, a recurring topic at HunIndotech, was addressed again this year, underscoring its importance in strengthening the digital defenses of both nations.

This is the second time PT RITS has received this prestigious recognition. Highway to Innovation: Paving the Future with Indonesia's MLFF Project

On July 19, 2024 representatives from the Indonesian President's Cabinet Office had gathered alongside officials from Indonesia's Ministry of Public Works and Housing (PUPR), and other esteemed organizations for a pivotal evaluation. Among the myriad projects compete for the coveted Technological Innovation Award, the Indonesian Multi Lane Free Flow (MLFF) project had emerged as a frontrunner. Managed by the Ministry of Public Works and Public Housing, this initiative promised revolutionary advancements in transportation infrastructure development. In the morning plenary session, the PUBER’s Secretary of State for Infrastructure Financing took center stage, delivering a compelling presentation share to the Governor of Bali, the CEO of Jasa Marga, Korlantas representatives, and senior management from Roatex Indonesia Toll System. RITS as the MLFF project implementor, contributed to the showcase of the technology, by orchestrating an on-site demonstration at the toll gate. With precision and expertise, the team revealed the seamless integration and efficiency in traffic management systems. The Journey of MLFF: From Becoming a PSN to Direct Implementation on IKN Toll Road

The cashless and contactless toll transaction system, or Multi Lane Free Flow (MLFF), has been officially established as one of the toll transaction systems in Indonesia. This is marked by the enactment and implementation of Government Regulation (PP) Number 23 of 2024 on Toll Roads starting from May 20, 2024. The innovation of this latest toll road transaction system has been designated as a National Strategic Project (PSN). Furthermore, Minister of Public Works and Housing (PUPR) Basuki Hadimuljono ensures that MLFF will be directly implemented on the IKN Toll Road. Here is the journey of the MLFF contactless toll transaction system: MLFF Becomes PSN The inclusion of MLFF in the new PSN list is outlined in Coordinating Ministerial Regulation (Permenko) Number 6 of 2024. It is explained that MLFF will be implemented using the Public-Private Partnership (PPP) scheme valued at IDR 4.49 trillion. The Director of Toll Roads at the Directorate General (Ditjen) of Highways at the Ministry of PUPR, Triono Junoasmono, said that the inclusion of MLFF in the new PSN list non-State Budget (APBN) is not without reason. "Because this is a very strategic program, very important, so with the agreement that this program must indeed be elevated to a more national scope, because it is cross-sectoral, not just the Ministry of PUPR, but covers various related agencies," explained Yongki during the National Working Meeting on Accelerating Completion and Pre-Evaluation of PSN at Park Hyatt Jakarta, Tuesday (14/5/2024). Implemented on IKN Toll Road in 2024 Minister Basuki said that MLFF would be directly implemented on the IKN Toll Road, which is targeted to be passable in one direction by August 2024. "I think yes," answered Basuki when met at The 19th ITS Asia Pacific Forum 2024 at the Jakarta Convention Center (JCC), Senayan, Jakarta, Tuesday (28/5/2024). However, Basuki said that in the initial stage, the IKN Toll Road would first implement Single Lane Free Flow (SLFF). "For the IKN Toll Road, we will directly implement SLFF later," added Basuki. The gradual implementation of MLFF starting from SLFF with barriers is part of the toll transaction system transformation process, making it easier to evaluate if there are any deficiencies. No changes in rates with contactless toll payment: Minister of Public Works and Housing

Minister of Public Works and Public Housing (PUPR), Basuki Hadimuljono, has said that toll tariffs will not change under the contactless cashless toll payment scheme, which is currently being implemented as Single Lane Free Flow (SLFF). "It has nothing to do with toll tariffs. The tariff has its own calculation," he clarified in Jakarta on Tuesday. According to the minister, contactless toll payment does not burden the Toll Road Business Entity (BUJT) and toll road users because it only changes the payment mechanism. Furthermore, the ministry will implement SLFF at the end of this year as a step toward the Multi-Lane Free Flow (MLFF) payment scheme. The difference between SLFF and MLFF lies in the number of road sections. As the name suggests, MLFF uses many lanes, while SLFF only uses one lane, which can be used by toll users through contactless payment, he explained. Meanwhile, the president director of PT Roatex Indonesia Toll System (RITS), Attila Keszeg, said that his party, as the implementing business entity (BUP) of the MLFF program, is ready to implement the new payment scheme starting from the fourth quarter of this year. He noted that congestion at toll gates poses a challenge to economic progress. The implementation of a contactless cashless toll payment scheme could help improve the economic potential of Indonesia. "Data from the World Bank in 2019 showed that economic losses in Indonesia due to traffic jams amounted to US$4 billion per year. A feasibility study conducted by Roatex in 2020 showed that congestion at toll gates resulted in economic losses in Indonesia of more than US$300 million every year," Keszeg disclosed. MLFF, which is based on a global navigation satellite system (GNSS), is not a solution that can be operated independently, he added. The scheme is very complex and must be prepared well, starting with technology, regulations, and collaboration with other relevant stakeholders. According to Minister Hadimuljono, the imposition of sanctions against people who have not registered for the Fast Without Stop (Centas) application for availing the contactless toll scheme is an effort to apply the law to change people's behavior. However, fines will not be issued immediately. People who have not registered on Centas will be diverted first to use toll gates with a tapping payment system, he added.
