The Journey of MLFF: From Becoming a PSN to Direct Implementation on IKN Toll Road

The cashless and contactless toll transaction system, or Multi Lane Free Flow (MLFF), has been officially established as one of the toll transaction systems in Indonesia. This is marked by the enactment and implementation of Government Regulation (PP) Number 23 of 2024 on Toll Roads starting from May 20, 2024.

The innovation of this latest toll road transaction system has been designated as a National Strategic Project (PSN).

Furthermore, Minister of Public Works and Housing (PUPR) Basuki Hadimuljono ensures that MLFF will be directly implemented on the IKN Toll Road.

MLFF Becomes PSN

The inclusion of MLFF in the new PSN list is outlined in Coordinating Ministerial Regulation (Permenko) Number 6 of 2024.

It is explained that MLFF will be implemented using the Public-Private Partnership (PPP) scheme valued at IDR 4.49 trillion.

The Director of Toll Roads at the Directorate General (Ditjen) of Highways at the Ministry of PUPR, Triono Junoasmono, said that the inclusion of MLFF in the new PSN list non-State Budget (APBN) is not without reason.

"Because this is a very strategic program, very important, so with the agreement that this program must indeed be elevated to a more national scope, because it is cross-sectoral, not just the Ministry of PUPR, but covers various related agencies," explained Yongki during the National Working Meeting on Accelerating Completion and Pre-Evaluation of PSN at Park Hyatt Jakarta, Tuesday (14/5/2024).

Implemented on IKN Toll Road in 2024

Minister Basuki said that MLFF would be directly implemented on the IKN Toll Road, which is targeted to be passable in one direction by August 2024. "I think yes," answered Basuki when met at The 19th ITS Asia Pacific Forum 2024 at the Jakarta Convention Center (JCC), Senayan, Jakarta, Tuesday (28/5/2024).

However, Basuki said that in the initial stage, the IKN Toll Road would first implement Single Lane Free Flow (SLFF).

"For the IKN Toll Road, we will directly implement SLFF later," added Basuki.

The gradual implementation of MLFF starting from SLFF with barriers is part of the toll transaction system transformation process, making it easier to evaluate if there are any deficiencies.

On the same occasion, the President Director of PT Roatex Indonesia Toll System (RITS), Attila Keszeg, as the Implementing Business Entity (BUP) of MLFF, revealed that the system is targeted to be implemented in the second half of 2024.

MLFF is a toll payment method that allows road users to pass through toll gates without stopping. This system uses Global Navigation Satellite System (GNSS) technology, including systems like GPS, to manage payment transactions. With this technology, transactions can be made through the CANTAS application on smartphones, assisted by satellites. By leveraging satellite technology, the MLFF system automatically calculates toll fees based on the distance traveled by the vehicle, eliminating the need for physical toll booths and reducing the need for vehicles to stop or slow down at toll gates. Since December 12, 2023, the MLFF system has been piloted on the Mandara Bali Toll Road by the Toll Road Regulatory Agency (BPJT), where MLFF support equipment has been installed at the toll gates as part of the trial. The MLFF system is planned to be gradually implemented starting from the Mandara Bali Toll Road in October 2024, considering readiness, infrastructure completeness, law enforcement, and community preparedness. Basuki Ensures Toll Payment System Without Stopping Can Be Implemented During Jokowi's Era

Minister of Public Works and Housing (PUPR) Basuki Hadimuljono ensures that the Multi-Lane Free Flow (MLFF) system, or the toll payment system without stopping, can be implemented during President Joko Widodo's administration. According to him, the development of MLFF technology in Indonesia is still on schedule. "Certainly (implemented during this administration), God willing. The agreement is that (MLFF will be implemented before October 2024)," said Basuki at the PUPR Ministry Office, South Jakarta, Friday (26/4/2024). When the vehicle exits the toll road and the map-matching process ends, the system will calculate the toll fee. The use of the Global Navigation Satellite System (GNSS) has already been widely applied in Eastern European countries, including Hungary.
